Do Tax Havens Really Flourish? Accounting for Endogeneity in Growth Regressions
نویسندگان
چکیده
That tax haven policies contribute to favorable economic growth in tax haven countries is commonly accepted. There is, however, minimal empirical evidence to substantiate this assertation and empirical investigations are subject to endogeneity bias. Using a sample of 155 countries from 1982 to 2003, we find that the standard tax haven variable is endogenous to the error term in a typical growth regression. We offer land area measures as valid instruments for tax haven status. Results based on two-stage least squares estimation with heteroskedastic standard errors and controls for initial conditions provide support for the claim that tax havens “flourish” compared with non-tax haven countries. The sensitivity of the estimates to the treatment of endogeneity is salient for a variety of related research, including the current dialogue concerning the impact of tax haven policies on non-tax haven countries. 09/16/2011 * Corresponding Author JEL classification codes: H25, H87

Tax Havens and FDI Spillovers: Implications for LDCs
Tax competition and spillover models offer ambiguous predictions concerning the economic impact of tax havens on non-tax havens. The implications of tax havens for less developed countries (LDCs), in particular, are not well understood and are little studied. This paper investigates the impact of tax havens on non-tax haven countries in terms of foreign direct investment (FDI). We investigate t...
متن کاملDo tax havens divert economic activity ? B
When multinational firms expand their operations in tax havens, do they divert activity from non-havens? Much of the debate on tax competition presumes that the answer to this question is yes. This paper offers a model for examining the relationship between activity in havens and non-havens, and discusses the implications of recent evidence in light of that model. Properly interpreted, the evid...

In this paper, we consider optimal tax enforcement policy in the presence of pro t shifting towards tax havens. We show that, under separate accounting, tax enforcement levels may be too high due to negative scal externalities. In contrast, under formula apportionment, tax enforcement is likely to be too low due to positive externalities of tax enforcement. Our results challenge recent contrib...

متن کاملCommentary a Calibrated Classical Model
Robert J. Barro’s article, “Inflation and Growth,” presents the results of regressions of per capita output growth on inflation across countries and over time. He finds that there is a statistically significant negative slope coefficient estimate in these regressions; the estimate usually lies between 0.02 and 0.04. As far as I can tell, Barro wants to interpret these results as follows. Suppos...
